In addition, as many as 4 in 10 Europeans (1 in 3 workers) lack<b>\u00a0basic digital skills<\/b>\u00a0and only 37% of adults routinely <b>attend training courses<\/b>, while only one in five ICT specialists and only one in three graduates in STEM subjects\u00a0<b>are women<\/b>.<\/p>\n<p class=\"p1\">A snapshot that unveils a\u00a0<b>broad-based skill shortage<\/b>\u00a0that could undermine European economic growth in the coming years, and which, as early as 2021, was observed in as many as\u00a0<b>28 occupations<\/b>, from construction to healthcare, from engineering to IT. On the other hand, being able to rely on an extensive set of skills is <b>key to seizing the opportunities afforded by the green and digital transition<\/b>.<\/p>\n<p class=\"p1\">Therefore, 2023 has been designated as the <b><i>European Year of Skills <\/i><\/b>precisely with a view to promoting lifelong learning, driving\u00a0<b>economic growth<\/b>\u00a0and\u00a0<b>employment<\/b>\u00a0through stronger <b>training <\/b>efforts, and guiding society and businesses towards ecological and digital transitions.<\/p>\n<h5 class=\"p1\">Objectives of the European Year of Skills<\/h5>\n<p class=\"p1\">The proposal, submitted on <b>14<\/b>\u00a0<b>September 2022 <\/b>by European Commission President\u00a0<b>Ursula von der Leyen, <\/b>was adopted by the Commission the following 12 October and approved on December 8 by the Employment and Social Policy Council, while a\u00a0<b>final<\/b>\u00a0vote\u00a0by the European Parliament\u2019s Employment and Social Affairs Committee is expected on\u00a0<b>6<\/b>\u00a0<b>February<\/b>.<\/p>\n<p class=\"p1\">Through the European Year of Skills, the EU sets out to pursue the following <b>main<\/b>\u00a0goals:<\/p>\n<ul>\n<li class=\"li1\">Promoting\u00a0larger, more effective and inclusive <b>investment in training<\/b>;<\/li>\n<li class=\"li1\">Ensuring <b>skills<\/b>\u00a0<b>meeting <\/b>the needs of the labour market, through close cooperation with social partners and businesses;<\/li>\n<li class=\"li1\">Balancing the\u00a0<b>aspirations<\/b>\u00a0and skills of individuals with the\u00a0<b>opportunities<\/b>\u00a0offered by the labour market, with special reference to green and digital transitions and economic recovery;<\/li>\n<li class=\"li1\">Involving more\u00a0<b>women and youth<\/b>\u00a0who are unemployed and are not involved in education or training endeavours;<\/li>\n<li class=\"li1\">Facilitating\u00a0<b>mobility<\/b>\u00a0and recognition of qualifications to attract people from third countries having the skills needed by the European Union.<\/li>\n<\/ul>\n<p class=\"p1\">To reach these goals and better address the challenges of digital and green transition, the Commission will promote\u00a0<b>certain actions <\/b>aimed at:<\/p>\n<ul>\n<li class=\"li1\">Improving the\u00a0<b>level of skills<\/b>\u00a0and retraining;<\/li>\n<li class=\"li1\"><b>Raising<\/b>\u00a0awareness on improving skills;<\/li>\n<li class=\"li1\">Analysing the\u00a0<b>need for skills<\/b><\/li>\n<li class=\"li1\">Streamlining the process for <b>recognition of qualifications<\/b>, including those attained outside the EU.<\/li>\n<\/ul>\n<h5 class=\"p1\">Initiatives and funding for capacity building and training<\/h5>\n<p class=\"p1\">On the other hand, the EU can rely on the various initiatives it has had in place for some time to\u00a0<b>train European citizens<\/b>\u00a0<b>and expand the pool of talent<\/b>\u00a0and skills in the Member States. These programmes include the:<\/p>\n<ul>\n<li class=\"li1\"><span class=\"s1\"><a href=\"https:\/\/ec.europa.eu\/social\/main.jsp?catId=1223&amp;langId=en\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">European Skills Agenda<\/span><\/a><\/span><\/li>\n<li class=\"li1\"><span class=\"s1\"><a href=\"https:\/\/ec.europa.eu\/education\/education-in-the-eu\/digital-education-action-plan_it\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Digital Education Action Plan<\/span><\/a><\/span><\/li>\n<li class=\"li1\"><span class=\"s1\"><a href=\"https:\/\/digital-strategy.ec.europa.eu\/it\/policies\/digital-skills-coalition\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Digital Skills and Jobs Coalition<\/span><\/a><\/span><\/li>\n<\/ul>\n<p class=\"p1\">However, <b>sources of funding<\/b>\u00a0for training are also plenty and significant.<\/p>\n<p class=\"p1\">For example, the broader <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/activities\/digital-programme\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><b>Digital Europe<\/b><\/span><\/a><b> <\/b>programme (we have talked about it\u00a0<a href=\"https:\/\/www.ip4fvg.it\/cloud-ai-cybersucurity-e-formazione-aperti-i-nuovi-bandi-di-digital-europe\/\"><span class=\"s1\"><b>here<\/b><\/span><\/a>), which allocates \u20ac 577 million to \u201cAdvanced Digital Skills\u201d (Specific Goal 4) with a view to designing and delivering specialised programmes and internships for future experts in key areas, such as data and AI, cybersecurity, quantum and HPC, which can also be accessed by businesses (to keep an eye on calls falling under this goal, we encourage you to visit\u00a0<a href=\"https:\/\/hadea.ec.europa.eu\/calls-proposals_en?f%255B0%255D=oe_call_proposals_status:upcoming&amp;f%255B1%255D=oe_call_proposals_title:skill\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">the page of the HaDEA agency<\/span><\/a>\u00a0which manages almost all of the programme\u2019s calls).<\/p>\n<p class=\"p1\">Grants for skills training are also included in\u00a0<a href=\"https:\/\/research-and-innovation.ec.europa.eu\/funding\/funding-opportunities\/funding-programmes-and-open-calls\/horizon-europe_en\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><b>Horizon Europe<\/b><\/span><\/a>, the framework programme for research and innovation, or in <a href=\"https:\/\/erasmus-plus.ec.europa.eu\/it\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><b>Erasmus+<\/b><\/span><\/a>\u00a0which increasingly, thanks to mobility between Member States, supports the exchange of skills and best practices of workers as well.<\/p>\n<p class=\"p1\">Moreover, the\u00a0<a href=\"https:\/\/ec.europa.eu\/european-social-fund-plus\/it\/cose-lfse\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\"><b>European Social Fund Plus<\/b><\/span><\/a>, i.e. the EU\u2019s main instrument for investing in people, is ever so active. With a total budget in the region of \u20ac 99 billion for the 2021-2027 period, the fund \u2013 which is mainly extended through Regional authorities \u2013 makes an important contribution to European policies on employment, society, education and skills.<\/p>\n<p class=\"p1\">Finally, thanks to national funds and the Recovery and Resilience Facility, the Training 4.0 Tax Credit measure is still in force, as it supports actions for\u00a0<b>developing skills <\/b>within businesses as part of\u00a0<b>digital transformation <\/b>efforts.
